Andy Skinner brings more than 33 years of plumbing industry experience. He has worked for BCD for over 22 years, serving as plumbing chief, inspector, and trainer. In addition, he has owned and operated a plumbing business, consulted with a confederated tribe, and instructed a plumbing apprenticeship program in eastern Oregon. His diverse experience and familiarity with plumbing codes, designs, intent, and installations provide a wealth of knowledge.

ECONOMIC INDICATORS FROM CHRISTIAN KAYLOR, OREGON EMPLOYMENT DEPT
For the 12 months ending in April, the Portland region was the 15th fastest in terms of job growth. A couple of year ago, Portland regularly appeared in the top 10.
The US Census released population estimates for all cities in 2018. Portland is now the 25th largest US city, up from 29th place in 2010. Portland has grown by 12 percent since 2010. At least 3 cities in the region have grown even faster: Hillsboro, Oregon City and Tigard. On a net basis, the population growth of 67,679 in Portland is larger than the population growth in the next 9 Portland area cities combined.
After seeing slower job growth in 2018, Portland is now seeing signs of stronger job growth. Even with unemployment rates of below 4 percent for the last two year, a handful of industry sectors are enjoying remarkable job growth. Transportation and Warehousing (11.2%), Construction (5.9%), Manufacturing (3.5%) and Healthcare (3.0%).

The state agency that regulates Texas plumbers is set to begin a “wind down” period and is scheduled to be abolished in 2020 after state lawmakers failed to pass legislation Sunday that would have extended the agency’s existence.

OREGON LEGISLATURE POISED TO PASS PAID FAMILY LEAVE LAW
There’s a good chance the paid leave plan will pass – ironically because employers are insisting that happen, even though they will have to foot much of the bill. Businesses made passing family leave part of the last-minute deal between Oregon’s largest business association and top Democrats that allowed a business tax for education to be voted on and approved.
